Description

The U.S. Constitution provides fundamental protections for all individuals, including when dealing with tax matters. Taxpayers assert frequently their rights under the First, the Fourth, the Fifth, the Thirteenth, the Sixteenth Amendments to the U.S. Constitution. More, the legal privileges, and the Taxpayer Bill of Rights are cited by taxpayers to counteract the IRS statutory powers. Nonetheless, the U.S. fundamental rights under the Constitution differ from the IRS taxpayers’ Bill of Rights in their scope and enforceability. Taxpayers have been granted limited standing to challenge the federal government in the conduct of tax policy, which main goals are to achieve and maintain full employment, reach a high rate of economic growth, and to keep prices and wages stable. But fiscal policy can also be used to curtail inflation, increase aggregate demand and other macroeconomic issues.

This will be a useful reference text for teachers and researchers in taxation, tax law, and fiscal policy.
