Author(s):  Dr. Ruwantissa Abeyratne has over 40 years of experience in aviation law and management. He is a Senior Associate at Aviation Strategies International. A former ICAO senior official, he has authored 44 books (8 published by Ethics Press) and 475 papers, focusing on air law, policy, and economics.
