Reducing Inequality and Poverty sets out a strategy to improve efficiency, equity and simplicity in both the tax and transfers systems, and hence the economy as a whole. The objective is to create a combination of US style innovation and productivity, coupled with Scandinavian-style redistribution and socia equity. To achieve these dual objectives radical change is required in the way we do things. The old ways won’t work.
The book will be of primary interest to tax and social security specialists and researchers. Its centrepiece is an innovative new way of taxing business and/or consumption, called the Z-Tax, which is a modified cash-flow tax.
