Professional ethics is commonly treated as a fragmented field divided across fields such as legal, medical, pharmaceutical, and public administration, each governed by distinct normative traditions and doctrinal vocabularies. Despite substantial scholarship, comparative research remains largely descriptive and lacks a unified, operationalizable framework for systematically analysing how legal systems structure professional ethical governance. Consequently, the field has not developed a cumulative, measurement-based theory.

This book develops a comparative institutional theory of professional ethics: the Professional Ethics Architecture Model (PEAM). PEAM reconceptualises professional ethics not as a set of culturally contingent normative codes, but as a multi-layered governance infrastructure regulating expertise, informational asymmetry, and accountability within professional systems. The model builds on foundational work in the sociology of professions (Abbott, 1988; Freidson, 2001) and comparative legal ethics (Hazard & Dondi, 2004), alongside emerging empirical research on professional ethical codes across jurisdictions (Raimundo & Cavaco, 2024).

PEAM decomposes professional ethics into five distinct institutional dimensions: (1) Secrecy Architecture Index (SAI), (2) Conflict of Interest Architecture Index (COIAI), (3) Professional Competence Architecture Index (PCAI), (4) Algorithmic Professionalism Architecture Index (APAI), and (5) Professional Interaction Integrity Index (PII). Each index is operationalised through a structured comparative coding protocol applied across six jurisdictions representing distinct legal traditions.

Applying a structured comparative methodology across six major legal systems—including the United States, United Kingdom, European Union, South Africa, Japan, and India—the book reveals a striking pattern: while core professional governance structures converge globally, emerging domains such as artificial intelligence regulation and interactional fairness exhibit significant divergence.
